Around 10:20 p.m., officers tried to stop a black pickup truck leaving the Phoenix Theater at 201 Washington St. but it failed to yield, police said.
Kathleen Olonan, 23 and of Vallejo, allegedly drove on city streets through Santa Rosa and on the highway with speeds up to 100 mph, police said.
Police, the Sonoma County Sheriff's Department and the California Highway Patrol stopped Olonan with the spike strips and caused the left, front tire to deflate.
They booked Olonan for a felony charge of evading police and a passenger, 28-year-old Donavan Watson also of Vallejo, for three outstanding warrants for his arrest and lying about his name, police said.
Another passenger was detained and later released without charges.
