The contract includes wage cuts and a reduction of health care and retirement benefits to some 600 members of the "Service Employees International Union".
Last month, union members walked off the job one day last month, calling it a "self-imposed" furlough.
Both sides have been in contract talks for five months without any progress. The contract would trim about $2.5 million from the city's $10 million budget deficit.
