Vallejo to vote on text messages tax

Vallejo is so broke it's asking voters to approve a tax on text messages, and other 'voice over internet' services.

Measure U would actually lower Vallejo's 'utility' tax from 7.5 percent to 7.3 percent. But it would add the cell phone tariff to utilities that are already taxed, including, gas, electricity, water, and traditional land lines.
