The victim was driving on West 10th Street near J Street at about 12:20 a.m. when he began to pass two slow-moving vehicles.
As he passed the lead vehicle, a black or dark-colored SUV, someone inside the SUV shot at his vehicle, shattering his rear window.
The driver of the SUV briefly followed the victim as he sped away, but dropped the pursuit near A Street and East 18th Street, police said.
The driver of the SUV was described as a Hispanic man about 30 years old. The SUV was described as a 2000 Chevrolet Tahoe or similar model.
