The transit agency will consider a proposal on Friday to fine passengers up to $25 for breaking its code of conduct while riding the train.
That includes blocking aisles, panhandling on the trains and putting their feet or a bag on an empty seat.
The Altamont Commuter Express runs between San Jose and Stockton.
