The CHP closed the lanes after a construction crane clipped some power lines and pulled them down onto the roadway about 4:00 Tuesday morning.
The incident brought the busy commute in that area to a standstill until PG&E crews could de-energize the line and remove the wire.
The incident also knocked out power to about 500 people living near-by. Most now have their power restored.
