Measure A, which removes Binding Interest Arbitration from the City Charter, required majority approval and appears to have passed with 7,014 votes, or 51.7 percent of the votes.
The measure gives the City Council final authority on spending for public employee salaries and benefits, instead of an outside arbitrator, according to the city's official website.
