The San Bruno Mountain Watch filed a suit claiming the project would threaten an endangered butterfly --- the Callippe Silverspot.
However, in her ruling the judge cited a U.S. Fish and Wildlife Service report that said the subdivision wouldn't put the butterfly at risk.
Mountain Watch says it may appeal.
