Specifically, the IRS owes 2,280 Bay Area taxpayers almost $700,000. That is an average of more than $1,250 per person. The money is in the form of undelivered refund checks sent to homes where the taxpayer no longer lives.
The IRS says people who think they are owed money should go to website IRS.gov and click on "Where's my refund."
