The layoffs will take effect in two weeks, unless the city comes up with an agreement for concessions with the police officers union.
If the layoffs go through, the department would be down to 98 sworn officers, from an authorized total of 127.
All 20 of its non-sworn community service officers were laid off earlier this year and the department lost others because of attrition.
