The person was apparently struck while outside their vehicle on westbound I-80 at Midway Road just before 3 a.m., CHP Officer Ralph Caggiano said.
The two right lanes are blocked and a Sig-alert was issued at about 3:15 a.m., he said.
It is not clear why the victim stepped outside the car, but officers are on the scene investigating the collision. Animal control has also been called to take the victim's dog, who appears to be unharmed inside the car, Caggiano said.
