Gasoline prices are down, but not in Calif.

Gasoline will cost a lot more in California than in most other states. The Energy Department says average gasoline prices in California jumped more than 15 cents per gallon in just one week.

The average price reached $4.36 on Monday. At the same time, the national average dropped by more than three cents per gallon to just $3.75.

Analysts said refinery problems are the main cause for the price increase.

California has only 12 refineries and right now four are shut down.
