Judge won't release Napa State from oversight

NAPA, Calif.

Federal Judge Audrey Collins says she remains troubled by the death last spring of a Napa patient who was placed in handcuffs in a prone position.

Judge Collins Tuesday ordered further oversight at Napa to make sure the hospital is complying with recommendations against such restraints. The continued federal monitoring is expected to last up to a year.

The judge's announcement came on the same day she released three other California facilities from federal monitoring.
