The move follows a public outcry in December when game wardens shot and killed two cubs on the porch of a Half Moon Bay home. A necropsy showed they weighed only 13 or 14 pounds.
Hill's plan would require game wardens to use non-lethal methods unless there is a dire threat to public safety. It would also allow state Fish and Wildlife Department officials to work with wildlife groups to capture the animals.
