Brown's office hasn't released many details, only that he, the governors of Washington, Oregon and the Premier of British Columbia are set to meet in San Francisco for the announcement.
Just last week, Brown and seven other governors pledged to get more than 3 million zero-emission vehicles on roadways by 2025.
