Flare spotted at Conoco-Phillips refinery in Rodeo

RODEO, Calif. (KGO) -- In Rodeo, people reported seeing a flare that began rising from the Conoco-Phillips refinery around 10:30 Monday night.

Contra Costa County fire officials said the refinery hasn't called for outside help and there have been no reports of anyone complaining of medical problems. Refineries say flares are part of their normal operations, even though they don't happen as often as they did decades ago.
