The rally is scheduled for 12:30 p.m. It will be followed at 1 p.m. by the Board of Supervisors Land Use Committee hearing, where it is expected to be revealed that work on an environmental impact report of the city's official bike plan is behind schedule, according to the San Francisco Bicycle Coalition.
