Business, health, environmental and neighborhood leaders plan to gather on the San Francisco City Hall steps Monday to demand action from the city to lift an apparent freeze on bicycle safety improvements.

The rally is scheduled for 12:30 p.m. It will be followed at 1 p.m. by the Board of Supervisors Land Use Committee hearing, where it is expected to be revealed that work on an environmental impact report of the city's official bike plan is behind schedule, according to the San Francisco Bicycle Coalition.
