Rick Vaccaro will fill the seat of Matt Garcia, who was shot and killed on September 1, 2008.
Vaccaro is the principal of alternative education schools in Solano County.
Catherine Moy will fill the seat of Frank Kardos, who died of an apparent suicide earlier in September.
Moy is the executive director of a non-profit organization in Sacramento.
A formal swearing-in ceremony is scheduled for next Tuesday at City Hall.
