Officers responding to a report of a shooting around 2 a.m. at the Pinole Vista Shopping Center near I-80 found the victim's body in a parking lot in front of a bar called "Coaches."
Police say the shooting happened at closing time when there was a crowd of about 200 people milling around outside. Police later learned that a wounded man was taken to a hospital by friends.
21-year-old Willie Mulder was taken into custody and charged with murder.
