The alert follows the death of a 48-year-old San Francisco man at Ocean Beach on Sunday. He drowned after being pulled under by a strong rip current.
The Coast Guard says large waves and strong currents can suddenly sweep even the strongest swimmers out to sea.
Small boats are also being asked to stay out of the water until the larger waves subside.
