Among those praised are a San Jose pollution control facility that generates 56 percent of its own electricity; Alameda County, where 11 percent of the power used by the county government is green and the San Francisco Public Utilities Commission, which has enough solar panels for three percent of the city's needs.

Wal-Mart, Macy's, and Safeway were also singled out for the solar power they generate in California.
