Judge to rule on state worker furloughs

In a preliminary ruling, a judge decided that state law exempts 6,000 employees of the state compensation insurance fund from staff cutbacks or furloughs.

Governor Schwarzenegger ordered the furloughs to help battle the state's budget deficit, but the union representing the workers sued.

On Tuesday, the judge could make her preliminary ruling final.
