The lanes reopened at 2:30 p.m. at the Sierra Point Parkway exit in Brisbane, CHP Officer Kevin Kroncke said.

A hazardous materials team investigated the package found in the roadway shortly before noon and found it to be "some kind of ammonia-based solution," he said. The contents did not leak out of the package, according to Kroncke.
