A maintenance worker found the body of Gabriel Contreras, a Palo Alto resident, beneath the plastic cover of the swimming pool at Hoover Park on Thursday after neighbors complained of a foul smell in the area.

The pool, located at Woodside Road and Spring Street, had been closed since July, Redwood City police Capt. Ron Matuszak said.

Contreras was found under the plastic cover near the edge of the pool "as if he had just stepped in," Matuszak said.

Investigators believe Contreras' body had been in the pool for no longer than a month but haven't determined when he died.

"The body was in a considerable state of decomposition," Matuszak said.

Matuszak said it is impossible to determine whether the death was a suicide. Contreras suffered from mental health issues, he said.

He said the incident is no longer under investigation.
