San Jose Mayor Chuck Reed is expected to unveil a set of ethics recommendations that's causing some controversy among some council members and their labor-backed allies.

The mayor is expected to propose the recommendations at Tuesday's city council meeting. It includes closing loopholes in the city's lobbying ordinance to avoid conflicts of interest by council members' relatives.

But according to the San Jose Mercury News, local labor leaders claim the mayor is targeting them.

Reed says it has no connection, and that the ideas for his recommendations come from public complaints and suggestions from the council.
