County Assessor Larry Stone says his office is overloaded with assessment requests and could take up to two years to process all of them.
Since their property values have dropped, many homeowners are looking to pay less in property taxes by getting a re-assessment.
The Mercury News reports that the assessor received a record number of 12,000 formal appeals.
Homeowners must continue to pay their current tax rate until those assessments are completed, no matter how long they take.
