2 arrested on suspicion of insurance fraud

MILPITAS, CA

Jenny Kouch, 27, of Milpitas, surrendered at the Santa Clara County jail on Christmas Day and Peter Huynh, 43, of Fremont, was arrested at his home and booked into the Santa Clara County jail on a $15,000 felony warrant Tuesday.

Kouch's vehicle struck a vehicle being driven by Huynh's wife Feb. 3 in the parking lot of a Milpitas elementary school, according to the Department of Insurance. Huynh quickly arrived to exchange information with Kouch.

According to the Department of Insurance, Huynh allegedly purchased automobile insurance after the crash and then conspired with Huynh to change the time of the accident to make it appear as though she had been covered.

The Department of Insurance alleges Kouch and Huynh both made material misrepresentations to the insurance company Esurance when they filed their insurance claims.

The investigation was conducted by the state Department of Insurance's Urban Organized Automobile Insurance Fraud Task Force, comprised of investigators from the CDI, California Highway Patrol, and Santa Clara County District Attorney's Office.

If convicted, Kouch and Huynh face up to five years in prison and $10,000 in fines.
