Once completed, it will protect 7,500 homes and businesses threatened by flooding when the upper Guadalupe River rises.
"The project for the upper Guadalupe will provide increased flood protection and will also create recreational opportunities and enhance the environment," says Beau Goldie from the Santa Clara Valley Water District.
Construction is due to start in mid-May and should be completed by the end of next year.
