While budget committee and sub-committees in both houses of the legislature are meeting, there are no indications of any compromised spending plan in the works.
California's Controller has already warned that if the budget is not in place by August, the state will run short on cash and will likely have to resort to IOUs, like it did last year, to pay its bills.
