State knew about casino welfare issue

There are new details about the controversial discovery that welfare recipients can use their state issued debit cards to withdraw cash at casinos.

The practice was made public two months ago, but state records show the Gambling Control Commission appointed by Gov. Schwarzenegger had known about it since 2006.

And even after a regulation to ban it was approved last year it was never enforced.
