That follows complaints by people caught by red light cameras making so called "California stops" That's slowing down, but rolling through the light.
The bill was sponsored by San Mateo Democrat Jerry Hill and has already been approved by the state Senate.
There's no word whether Gov. Arnold Schwarzenegger will sign it.
