Steve Dare says the utility company should turn over a $100 million recovery fund for blast victims to a third party and pay other monetary damages.
Dare's home on Dover Court was not damaged in the fire, but he was forced to evacuate for three days.
PG&E has not yet commented on his lawsuit.
