CHP officers swarmed the toll plaza around 8 p.m. Wednesday. This all started with a routine traffic stop when officers pulled over a driver on the bus ramp heading toward the toll plaza and asked him to get out of his car, that's when he ran.
He dropped a gun along the way and headed to the toll booth and into the tunnel. Officers surrounded the Caltrans administration building and arrested the man near a dumpster just outside.
No shots were fired and no one was hurt.
