Santa Clara County's ordinance is similar to one passed in San Jose. Retailers in unincorporated areas would be able to sell plastic bags for a minimum of 15 cents but they could not hand them out for free.
The intent is to motivate customers to bring in their own reusable bags to help protect the environment.
