The measure will apply to 56 retailers in unincorporated areas of the county. Restaurants and non-profits are exempt from the ban.
The law's supporters say it will encourage people to switch to reusable bags.
Businesses will still be allowed to use plastic bags for items including fresh produce, prepared foods and prescription drugs.
