Youths serving life in jail may get second chance

A bill giving minors sentenced to life in prison without parole a second chance got a hearing in Sacramento Tuesday.

The families of many murder victims spoke out against it, including the wife of a CHP officer killed by a 16-year-old who wanted to impress members of the gang he hoped to join.

Inmates covered by the measure would have to show remorse, be on the road to rehabilitation and have served 15 years before they can petition for a reduced sentence.
