The ban against blood donation by any man who has had homosexual sex was put in place soon after the aids pandemic began in the 1980s.
Tuesday, the Department of Health and Human Services asked experts on blood donation to reexamine the policy and see if there is a way to let at least some homosexuals donate blood.
The Red Cross and gay-rights groups oppose the blanket policy.
