Family of man who drowned off beach files suit

ALAMEDA, Calif.

Raymond Zack's family says first responders should have done more to help, after he waded into the waters off Crown Beach on Memorial Day. The claim was filed yesterday by Zack's sister and brother, who are asking for unspecified damages.

Fire officials have said they didn't rescue him, because they didn't have water rescue training. The training program has since been reinstated.
