A bill to allow passengers to check one bag for free has been introduced by two Democratic senators.
The lawmakers say baggage fees have led to a surge in carry-ons, slowing down airport security checkpoints.
One airline industry group opposes the bill and says regulators should focus instead on improving those checkpoints.
