The CHP first responded to the incident on the lower deck of the Bay Bridge around 2 a.m. and closed all lanes headed to Oakland for about 15 minutes. Three lanes were opened for several hours after that, but around 4:30 a.m. all lanes were temporarily closed. Some lanes were reopened around 5 a.m., but an accident in the backup has snarled traffic.
