On Thursday night, investigators say Jesse Raymond Cappel followed a group of people to their apartment complex, pulled out a gun, and identified himself as an officer.
They say he was wearing a dark blue "police department" t-shirt and was driving a Dodge van.
The victims called 911.
Uniformed officers arrived and arrested Cappel, who was trying to leave the area.
