Officials say the airlines promoted "$100 or less" flights for February, but didn't have enough seats available in a number of cities. Southwest also advertised $66 one-way fares in March, but didn't have any seats available at that price. The department says Southwest "engaged in prohibited unfair and deceptive practices" in both cases.
The airline has not yet responded.
