Eight counties -- including Alameda, Marin, Napa, and Santa Clara -- sued the company three years ago, accusing Overstock of inflating its list prices to make its discounts appear bigger than they really were.
Overstock insists it has done nothing wrong and says it will appeal the $7 million false advertising fine.
