The proposal will require California's Water Resources Control Board to study what action it could take to reverse the decline of the Sacramento-San Joaquin River delta.
The agency would also determine who is responsible for the delta's decline and how to hold them accountable. Water agencies that pollute or waste water could possibly lose their rights to use the delta as a water source.
The water board will vote on the proposal at its next meeting July 15.
