BART officials say NOBLE will be asked to examine all aspects of the department, including hiring practices, policing policies and the department's overall culture. NOBLE is a non-profit organization made up of law enforcement members from across the country. The decision comes nearly four months after a white BART officer shot and killed Oscar Grant, an unarmed black man, at the Fruitvale BART station. Johannes Mehserle, the officer involved in the shooting, is now facing murder charges.
