Governor declares drought in California

SACRAMENTO, CA

The move directs the State Department of Water Resources to speed water transfers to areas with the most severe shortages.

It also orders state officials to help local water districts with conservation efforts, and offers help for farmers suffering losses.

Many water districts, including East Bay MUD, already require water conservation or rationing.

California has had two years of below average rain and snowfall.
