Their proposal uses $800 million in existing water bond funds to revitalize the Sacramento and San Joaquin River deltas.
Senate president Don Perata said he has told the governor that if he does not free up that money, Democrats might withold their support for $9 billion for other water projects statewide.
Democrats are also trying to approve an assembly measure mandating a 20 percent cut in water use by 2020.
