Police say the thieves drive through neighborhoods early in the morning and pick through the bins before the trucks start their routes.
The suspects have taken $500,000 worth of glass and aluminum.
The city usually gets 70 cents of every dollar when they sell the materials and the lost revenue could mean higher garbage rates for residents.
