The California Board of Education has adopted a draft proposal for California's first physical education standards for public schools.

State Superintendent Jack O'Connell says its primary objective is to battle what he called "the childhood obesity epidemic." However, O'Connell says new gym teachers will have to be hired and physical education facilities will have to be upgraded.

O'Connell says considering the state's budget crisis, he is not sure where the funding will come from.
