California's efforts to create tough energy-efficient standards seem to be paying off. A UC Berkeley economist has released a report called: "Energy Efficiency, Innovation and Job Creation in California." It claims the state has saved about $56 billion in electricity costs. It also says California has created 1.5 million jobs over the last 35 years and that the average Californian uses about 40 percent less electricity than the average American.
